10TH GRAND JURY TERM OF 2025 CONCLUDES
NEW CITY, N.Y. – District Attorney Thomas E. Walsh II announces the completion of the 10th grand jury term of 2025. The grand jury term started on September 18, 2025, and was completed on October 15, 2025, handing up 13 indictments. The Rockland County District Attorney’s Office is committed to seeking justice for the people of Rockland County in a speedy manner pursuant to the guidelines set forth by the Office of Court Administration. The following is a list of indicted cases:
Eduardo Hernandez – Kidnapping in the Second Degree; Criminal Possession of a Weapon in the Third Degree
Edisson Peres-Banegas – Predatory Sexual Assault against a Child; Rape in the First Degree; Sexual Abuse in the First Degree; Endangering the Welfare of a Child
Shanice Ramsay – Assault in the First Degree; Criminal Possession of a Weapon in the Fourth Degree; Resisting Arrest
Armel Johnson – Attempted Murder in the Second Degree as a Hate Crime; Assault in the Second Degree as a Hate Crime; Strangulation in the Second Degree as a Hate Crime; Criminal Possession of a Weapon in the Third Degree
Doodly Metellus, Smay Dornaison, & Edwin Thezan – Criminal Possession of a Weapon in the Second Degree; Criminal Possession of a Weapon in the Third Degree (Edward Thezan)
Jose Pirir-Morales – Rape in the First Degree
Jimmy Puliyannal – Driving While Intoxicated as a Felony; Aggravated Unlicensed Operation of a Motor Vehicle in the First Degree; Circumvention of Interlock Device; Improper Passing; Improper U-Turn; Improper Signal; Passing Red Signal; Unlicensed Operation of a Motor Vehicle
Winston Toala – Attempted Grand Larceny in the Second Degree; Criminal Possession of a Forged Instrument in the Third Degree
Alex OrbeJaramillo – Robbery in the First Degree; Grand Larceny in the Fourth Degree; Criminal Possession of a Weapon in the Fourth Degree
James Valentine – Predatory Sexual Assault Against a Child; Course of Sexual Conduct Against a Child in the First Degree
