WEST HAVERSTRAW MAN ARRESTED BY RCDAO INTERNET CRIMES AGAINST CHILDREN TASK FORCE

NEW CITY, N.Y. – Rockland County District Attorney Thomas E. Walsh II announced today the arrest of Chrisner Joseph, 34, of Garnerville, New York, after an investigation led by the Rockland County District Attorney’s Internet Crimes Against Children (ICAC) Task Force.

Joseph was arraigned on August 18, 2026, before the Honorable Richard Pakola in Village of West Haverstraw Justice Court on a Felony Complaint charging him with Possessing a Sexual Performance by a Child, Penal Law Section 263.16.

This investigation began with a CyberTipline report from the National Center for Missing and Exploited Children (NCMEC) that was referred to the Rockland County District Attorney’s ICAC Task Force in April 2026. The results of the investigation led to the execution of a search warrant at the defendant’s home on June 12, 2026, in West Haverstraw. Electronic devices were recovered from the location. Rockland County District Attorney’s Office investigators analyzed the devices and identified numerous images depicting sexual performances by children less than sixteen years of age.

The investigation was conducted by the Rockland County District Attorney’s Office and the New York State Police, with assistance from the Haverstraw Town Police Department, the Ramapo Police Department, and Homeland Security Investigations.

The defendant was released on his own recognizance since the charge is a non-bail qualifying offense.

District Attorney Thomas E. Walsh II said, “Protecting children from sexual predators using the internet to exploit them is a top priority for my office and I’m proud and grateful for the work of the Rockland County District Attorney’s Internet Crimes Against Children Task Force.”

The case is being prosecuted by Executive Assistant District Attorney Emily McNiff of the Special Victims Unit.
