EIGHTH GRAND JURY TERM OF 2025 CONCLUDES

 NEW CITY, N.Y. – District Attorney Thomas E. Walsh II announces the completion of the eighth grand jury term of 2025. The grand jury term started on July 24, 2025, and was completed on August 20, 2025, handing up 15 indictments. The Rockland County District Attorney’s Office is committed to seeking justice for the people of Rockland County in a speedy manner pursuant to the guidelines set forth by the Office of Court Administration. The following is a list of indicted cases:

  • Nosson Mandel – Robbery in the Third Degree; Burglary in the Third Degree; Grand Larceny in the Fourth Degree-Two Counts; Criminal Possession of Stolen Property in the Fifth Degree; Possession of Burglar’s Tools-Two Counts

  • Anderson Alvarado-Jimenez – Criminal Possession of a Weapon in the Second Degree-Two Counts; Criminal Possession of a Firearm-Two Counts; Criminal Possession of a Weapon in the Third Degree-Two Counts; Reckless Endangerment in the First Degree-Two Counts; Tampering with Physical Evidence-Two Counts

  • Marcos Seda – Kidnapping in the Second Degree; Criminal Possession of a Weapon in the Second Degree; Criminal Possession of a Weapon in the Third Degree; Strangulation in the Second Degree; Assault in the Second Degree; Criminal Possession of a Firearm; Assault in the Third Degree; Menacing in the Second Degree; Criminal Possession of a Weapon in the Fourth Degree-Two Counts; Unlawful Fleeing a Police Officer in a Motor Vehicle in the Third Degree

  • Joseph Taylor – Criminal Possession of a Weapon in the Third Degree; Menacing in the Second Degree

  • Edwin Perez-Sandoval – Assault in the First Degree; Attempted Assault in the First Degree; Assault in the Second Degree; Criminal Possession of a Weapon in the Fourth Degree

  • Klever Roldan – Rape in the First Degree; Rape in the Third Degree

  • Daquan Kelly – Criminal Possession of a Weapon in the Second Degree; Criminal Possession of a Weapon in the Third Degree; Resisting Arrest

  • Paul Morocho-Mendoza – Rape in the Third Degree; Endangering the Welfare of a Child

  • Segundo Daquilema-Robalino – Strangulation in the Second Degree; Attempted Assault in the Third Degree

  • Belmar Avila Garcia – Aggravated Unlicensed Operation of a Motor Vehicle in the First Degree; Aggravated Unlicensed Operatoin of a Motor Vehicle in the Second Degree; Driving While Intoxicated as a Felony

  • German Santiago – Attempted Murder in the Second Degree; Arson in the Second Degree-Eleven Counts; Arson in the Second Degree-Eleven Counts; Criminal Contempt in the First Degree; Endangering the Welfare of a Child-Three Counts

  • Marvin Hernandez-Ramirez – Assault in the Second Degree-Two Counts; Criminal Possession of a Weapon in the Fourth Degree

  • Pierre Esteril – Driving While Intoxicated as a Felony-Two Counts

  • Herby Simeon – Burglary in the Second Degree; Criminal Mischief in the Fourth Degree

  • Larnell Fortere, Tyrone Stewart & Laron A. Musgrove – Robbery in the Second Degree-Two Counts; Grand Larceny in the Fourth Degree
