NINTH GRAND JURY TERM OF 2025 CONCLUDES
NEW CITY, N.Y. – District Attorney Thomas E. Walsh II announces the completion of the ninth grand jury term of 2025. The grand jury term started on August 22, 2025, and was completed on September 17, 2025, handing up 14 indictments. The Rockland County District Attorney’s Office is committed to seeking justice for the people of Rockland County in a speedy manner pursuant to the guidelines set forth by the Office of Court Administration. The following is a list of indicted cases:
· Joel Deutsch – Predatory Sexual Assault against a Child in the First Degree; Course of Sexual Conduct against a Child in the First Degree; Rape in the Second Degree
· Jermaine Johnson – Robbery in the First Degree-Two Counts; Robbery in the Second Degree-Two Counts; Assault in the Second Degree; Grand Larceny in the Fourth Degree
· Angel Mendoza-Raymundo – Manslaughter in the Second Degree; Vehicular Manslaughter in the Second Degree; Leaving the Scene of an Accident without Reporting; Driving While Intoxicated-Two Counts
· Isaias Garcia-Marcos – Driving While Intoxicated as a Felony – Two Counts
· Victor Esteban – Criminal Possession of a Controlled Substance in the Third Degree
· Adam J. Zyskind – Attempted Assault in the First Degree; Assault in the Second Degree-Two Counts; Assault in the Third Degree; Criminal Possession of a Weapon in the Fourth Degree-Two Counts.
· Kilwan Garcia-Martinez – Burglary in the Third Degree-Two Counts; Petit Larceny – Three Counts; Criminal Possession of Stolen Property in the Fourth Degree – Four Counts
· Michael Cahill – Assault in the Second Degree; Criminal Mischief in the Second Degree; Criminal Mischief in the Fourth Degree; Assault in the Third Degree-Two Counts; Criminal Possession of a Weapon in the Fourth Degree; Theft of Services; Criminal Obstruction of Breathing or Blood Circulation.
· Tory Means – Criminal Possession of a Controlled Substance in the Third Degree
· Halie Medina – Criminal Possession of a Controlled Substance in the Third Degree; Criminal Possession of a Controlled Substance in the Fifth Degree.
· Bryon Gutierrez-Rosil – Predatory Sexual Assault Against a Child-Two Counts; Rape in the First Degree-Two Counts; Sexual Abuse in the First Degree-Two Counts; Endangering the Welfare of a Child-Two Counts
· Kevin Paati Wachapa – Predatory Sexual Assault against a Child-Two Counts; Rape in the First Degree-Two Counts; Sexual Abuse in the First Degree; Endangering the Welfare of a Child
· Rudy Alphonse – Criminal Possession of a Weapon in the Second Degree; Criminal Possession of a Weapon in the Third Degree-Two Counts; Aggravated Unlicensed Operation of a Motor Vehicle in the Second Degree.
· Peter B. Jennings Sr. – Burglary in the Second Degree; Criminal Mischief in the Fourth Degree; Petit Larceny
