Career Prosecutor, Administrator and Trial Attorney

Doreen Lloyd is a 30-year veteran prosecutor who oversees the administration, recruitment and training of the Assistant District Attorneys.  Deputy Chief Lloyd began her career in 1997 as an Assistant District Attorney in the RCDAO through 2007.  In 2007, she joined the Westchester County District Attorney’s Office serving as an Assistant District Attorney until 2022.  During her tenure in the WCDAO she served as a Bureau Chief and prosecuted a variety of violent crimes from Rape, Child Abuse, Burglary, Robbery and Murder.  In 2002, she returned to the RCDAO and manages the legal administration of the office developing policies and procedures as well as overseeing the training program and Continuing Legal Education program for the Assistant District Attorneys.  She continues to prosecute homicide cases.

Education

Deputy Chief Lloyd received her Bachelor of Arts from Fordham University in 1993, and her Juris Doctor from St. John’s University School of Law in 1996.

Leadership

During her earlier career in the RCDAO she oversaw the domestic violence unit, served as the deputy supervisor of the justice courts and was promoted in 2005 to Supervising ADA of Sex Crimes and Child Abuse Unit.  While in the WCDAO she served as an Assistant District Attorney in the Superior Court Trial Division and was promoted to Deputy Bureau Chief of the Yonkers City Court Bureau in 2009 and Branch Chief of the White Plains Office from 2010-2014.  In 2014, she was promoted to Bureau Chief of the Child Abuse and Elder Abuse Bureau, ending her tenure in that office as the Bureau Chief of the City of Yonkers Office from 2017-2022.  In 2002, she returned to RCDAO as an Executive ADA overseeing the Felony Trial Bureau and was promoted in 2024 to First Assistant District Attorney, overseeing the grand jury, superior court information, alternatives to incarceration, vehicular crimes, special investigations and appeals units.  In 2026 she was promoted to Deputy Chief Assistant District Attorney.

Continuing Legal Education Instructor Westchester County District Attorney’s Office, Rockland County District Attorney’s Office, and Rockland County Bar Association.  Instructor for numerous law enforcement organizations, including in service training Westchester County Police Academy, Rockland County Police Academy, City of Yonkers Police Department, City of White Plains Police Department, Rockland County District Attorney’s Office Detective Division, Town of Clarkstown Police Department, and the Town of Orangetown Police Department. Instructor New York Prosecutor’s Training Institute.

Notable Cases

  • People v. Gabriel Jasmin- convicted after trial of Rape in the First Degree and related charges for raping two teenage females in 2002, sentenced to total of 50 years in prison.

  • People v. Peter Visich, convicted after trial of Murder in the First Degree for the contract killing of his wife Evelyn Visich in 2003, sentenced to life without parole.

  • People v. Jeffrey Berkeley- convicted of Kidnapping 2 women in 2 separate incidents, including one at the Palisades Center Mall in 2004, sentenced to a total of 30 years in prison.

  • People v. Donald Siler, Chantia Marshall, and Jamal Siler- convicted of the kidnapping for ransom of Mara Downes in 2006.

  • People v. Lacey Spears- convicted after trial of Murder in the Second Degree for the intentional poisoning of her son Garnett Spears with salt sentenced to 20 years to life in prison.

  • People v. Deasia Bartee-convicted of Manslaughter in the First Degree for the beating death of her 15-month-old daughter Samia Yusef, sentenced to 19 years in prison.

  • People v. Robert Williams III convicted after trial of Murder in the First Degree for the double homicide of Kathleen and Wanda Castor in 2020, sentenced to life without parole.
