Investigations and Special Litigation Division

Christopher Clark serves as the Division Chief of the Investigations and Special Litigation Division.  He specializes in long term complex investigations focusing on Narcotics and Firearms trafficking as well as financial crimes.  He oversees the Rockland County Narcotics Task Force, Special Investigations, Discovery Compliance, and the Appeals Units.

Education

Division Chief Clark received his Bachelor of Arts from Franklin and Marshall College in 2007 and his Juris Doctor from Brooklyn Law School in 2010.

Leadership

Christopher Clark began his career in 2011 at the Orange County District Attorney’s Office in the Local Court Unit.  In 2014, he transferred to the Felony General Crimes Unit where he prosecuted and conducted jury trials with respect to larceny, narcotics, forgery and firearms cases.  In 2016 he transferred to the Special Investigations Unit and specialized in financial crimes and long-term investigations.  From 2016-2021, he worked as an Assistant Deputy Attorney General in the New York State Office of the Attorney General Organized Crime Task Force.  There he directed long term investigations into organized crime, including loan sharking, labor racketeering, and narcotics and firearm trafficking.  In 2021, he joined the Westchester County District Attorney’s Office and was promoted to Deputy Bureau Chief of the Violent Criminal Enterprise Bureau in 2022.  There, he supervised ADAs and prosecuted cases focusing on gangs, firearms and narcotics.  He conducted numerous trials and supervised several large-scale investigations which culminated in the recovery of dozens of firearms and dozens of kilograms of cocaine and fentanyl.  In 2025, he returned to the Attorney General’s Office until joining the RCDAO in 2026.

Notable Cases

  • People v. Carlos Vasquez — Narcotics investigation partnered with DEA’s NYDETF, which led to search warrants in Mount Vernon and Yonkers, and a recovery of 21 kilograms of cocaine, 9 kilograms of fentanyl (including more than 18,000 pressed fentanyl pills), and more than $35,000 cash.  Defendant pled guilty and was sentenced to 10 years of incarceration.

  • People v. Develle Coates, et al — Gang assault investigation partnered with Yonkers Police Department, resulting in the arrest and indictment of 13 defendants for gang assault, robbery, and related charges.  Twelve defendants pled guilty and were sentenced to a combined total of 66 years of incarceration. Coates was convicted after jury trial and was sentenced to 12 years in prison.

  • Operation Iron Empire — long-term investigation into firearm and heroin trafficking in Bronx County, New York County, and elsewhere.  Partnered with DEA Strike Force, and working with OAG investigators, resulting in the arrest and conviction of five traffickers, and the recovery of 32 firearms.

  • People v. Netaly Pena-Camilo, et al — Firearms trafficking investigation partnered with Yonkers Police Department and DEA, utilizing electronic tracking on targets’ cell phones, and other electronic surveillance techniques, resulting in the recovery of 33 firearms, including 31 ghost guns, and the arrest and convictions of three traffickers. The three defendants pled guilty and were sentenced to a combined 31 years of incarceration.
